The level of unemployment in the separate municipalities is uneven and is determined by the corresponding economic development. Some of the main reasons for keeping its high values are the shrinking primary markets and the prevailing low education and qualification of the population in these areas.
In the structure of the unemployed by gender, women predominate. The share of unemployed women registered by the Kula Labor Office is the smallest - 44.3%.
Among the registered women, those with low education and no major predominate. Since they are poorly competitive on the labor market, this leads to their relatively long registration in the labor offices. Another reason for this is that the unemployed with low qualifications and education are offered jobs related to heavy physical labor, which are unsuitable for women.
In the structure of the unemployed by age, the group of persons over the age of 50 is the most numerous.

The number of unemployed specialists registered in the labor offices is 532 people. This is the smallest group in terms of number and relative share in the professional structure of the unemployed. The higher level of their qualification and education is an advantage in their realization on the labor market and they find a suitable job more easily.
The largest in number and relative share in the professional structure is the group of unemployed without qualifications, 2,448 persons. Unqualified persons permanently continue to be the largest in number and with the largest relative share in the occupational structure of the unemployed. The demand for unskilled labor, largely formed as a result of employment programs and measures, cannot compensate for the substantial supply. These are persons with low qualifications and educational level and with low mobility.
The majority of the unemployed without a major have primary and lower education. They are weakly competitive on the labor market and thus are the main participants in the various employment programs and measures on the labor market and clients of the social assistance directorates.
The low level of education and qualification of the unemployed predetermines their weak competitiveness on the labor market and the inability to meet the demands of employers.
The unemployed with higher education have the smallest number and relative share in the educational structure. Their share in the total number of the registered is 6.1%.
