Mr. Atanasov opened the meeting, which was attended by the Deputy regional governor Ani Arutyunyan, the chief legal advisor in the Property Management Directorate Nadya Dimova, the director of the "Property Management" Directorate Nurshen Malkoch in the Ministry of Culture, the mayor of Vidin municipality Dr. Tsvetan Tsenkov, the secretary of the local government Emilian Enchev, the director of the Vidin office of the "Agency for Geodesy, Cartography and Cadastre" engineer Vladimir Gergov, as well as representatives and owners of two of the properties.
The topic of the expert meeting was clarifying the ownership and updating the state acts of "Venetianski Sklad" and "Telegraf Kapia". Those present discussed specific measures and actions that the institutions should undertake in order to change the appearance of the historical heritage of the people of Vidin. Facts and circumstances were clarified about some of the cultural monuments of national importance, among them Fortress walls of Turkish Kale - from "Baba Vida" to "Florentin Capia". At the proposal of the Regional administration - Vidin, the case with the fortress gates "Enichar Kapia" and "Pazar Kapia" was also examined.
The Venetianski sklad in Vidin has an unupdated act of state property, according to which the cultural monument has the status of public state property. The land is municipally owned, and part of the site is owned by a private person. For the cultural value, steps will be taken to update the act, according to the Cadastral map of the city. The Regional governor, Ivo Atanasov, is committed to speeding up the updating process.
The emblematic Vidin cultural monument "Telegraf Kapia" has been in an unappealing state for years, and its condition continues to deteriorate. It was established that actions should be taken to update the act of public state property, which is from 2004 and is not in accordance with the cadastral map of the town. For this purpose, the building will be photographed and reflected in the cadastre.
The representatives of the Ministry of Culture raised the question regarding the management of the "Krastata Kazarma" museum in Vidin, which is managed by the RMH and should be transferred to the management of Vidin municipality, by Decision of the Council of Ministers.
Those present united around the proposal to clarify the status of "Enichar Kapia" and to take measures to update the deed of ownership of "Pazar Kapia".
The expert meeting turned into a constructive dialogue, and activities with specific deadlines were scheduled, which the institutions should undertake to eliminate the irregularities in the overall documentation of the monuments, which will be considered at the upcoming meeting of the Council of Ministers, scheduled for 11.09.2023.
The mayor of Vidin, Dr. Tsenkov, undertook to submit a proposal for the adoption of a decision to hand over the mentioned objects to the municipality for management.
